Question: I was wondering whether you have a new book: "The Dream of the Decade" by Afshin Rattansi? I'm not sure it is out yet.


Answer: The title you requested has been published, but we do not have it in our collection, as we stopped purchasing fiction in the mid-1980's. You might want to check with your local public library.

January 2006

Question: Request for law materials from Poland.

Answer: Thank you for your email request.  Unfortunately, our library policy does not permit us to email, send by regular mail or fax to you in Poland the materials you have requested. 

I suggest that your client living in the USA get in touch with us and we will provide the materials to him for a fee. 

If he prefers, your client can also review Title 3B, main volume and pocket parts, of the New Jersey Statutes Annotated where detailed information can be found concerning the changes and effective date of an amendment to Title 3B that was made in 2004 as well as language of the law before the amendment.  See Laws of 2004, Chapter 132.  (Amendments to Title 3B have also been made in 2005.)

The current NJ Statutes can also be accessed online at www.njleg.state.nj.us by clicking on Statutes.  You can search by keyword, by statutory citation, "3B:3-1" or you can search the entire statutory database through the Table of Contents by Title.  At that website, you can also access the Chapter Laws by Year by clicking on Chapter Laws and then the Chapter Law for a particular year, for example, Laws of 2004, Chapter 132.  You can see the changes that were effected by reviewing the language of the "Advance Law."

Question: Who was the Governor of New Jersey in 1991?

Answer: James J. Florio was governor of New Jersey from January 16, 1990 to January 18, 1994.

Question: Does the library own a copy of Richard Haines and His Descendants written by John Wesley Haines?

Answer: The library does have a copy.  It is shelved in the Genealogy section under the call number A929.2 H153.2.  Books in this section are not available for loan but can be used in the library any time.  The library is open from 8:30 a.m. until 5:00 p.m. Monday through Friday and from 9:00 a.m. until 4:00 p.m. on Saturdays

Answer: You would need to contact your local city hall or administration as we do not have info on ordinaces at the State Library

Question: Does the State Library own a copy of The Intimate World of Abraham Lincoln ?

Roadblock

Question: Articles about a military roadblock on Route 80 West on 9/10/01 around the Oranges at noon?

Answer: I ran a simultaneous search in all of the New Jersey newspapers in NewsBank to see if any articles appeared at the time, and did not find an article about a military roadblock on Route 80. The following New Jersey newspapers were covered in the search.

Sales and Use Tax - May 20th

Question: Why did the New Jersey government take money from the Sales tax and place it in the general fund instead of a fund dedicated to the school funding problem?

Answer: Title 54:32B-1 through 54:32B-53 contains the provisions of the NJ Sales and Use Tax Act

Article 8 of the NJ Constitution addresses Taxation and Finance.  Article 8, Section 4 deals with the maintenance and support of schools.  In connection with the issue of financing of schools, reference should be made to a series of court decisions generally known as Abbott v. Burke.  In the statutory law, now see the Comprehensive Education and Improvement Financing Act at Title 18A:7F-1  through 18A:7F-36.  In the NJ Administrative Code, see NJAC 6A:24-1.1 et seq.

Your question would appear to be one of public policy and should be addressed to state representatives.  A review of NJ law indicates that the Legislature may indicate how receipts form taxes may be directed.  See, for example, Title 5:12-173.13, entitled "Deposit of construction material sales tax revenue into project fund."

Filing an Adjournment

Question: I would like to know how to file a adjourment to a motion  received to have more time to collect the necessary material to file a cross motion. This matter involves post-divorce matters.

Answer:In order to do this you would have to select a form. You would need to come  into a library for this.  If you are in Bergen Library, contact the Johnson  Library in Hackenseack. They have many law books and I am sure they have form books also. If they cannot be of help to you get back to me at  kpaletz@njstatelib.org.

Pregnant on Probation

Question: I know someone who is 15 and her boyfriend is 19. If the girl is on probation and the guy finally got his job to support her, and now they find out that she is prgnant, if her probation officer finds out, then will they get in trouble if they could possibly get married?
