The last time state-funded construction
money was available was during the Kean administration.
Federal money was available through the Library Services
and Construction Act (LSCA) until 1995. With the advent
of the Library Services and Technology Act (LSTA), which
replaced LSCA, construction was dropped from federal
funding.
Passage of the Law
- Feb. 11, 1999: A.
2849 is introduced in the Assembly, sponsored by Rose
Marie Heck and Leonard Lance. Co-sponsored by Nicholas
R. Felice.
- May 24, 1999: S.
1924, an identical bill to the Assembly bill, is introduced
in the Senate, sponsored by Robert E. Littell and
Peter A. Inverso
- August 18, 1999: A. 2849 is Approved
by the Legislature, as Chapter 184 of the Laws of
1999.
Public Library Construction Advisory Board
The law established an advisory board. The Board has seven members:
- The Secretary of State Nina M. Wells, Chair
- The State Librarian (Norma Blake);
- a representative from the State Library Advisory Council (Frank Miller);
- and four persons
appointed by the Governor with the advice and consent
of the Senate:
- Robert Palmer, an official from Ocean County;
- Mr. Tracy Tobin, former mayor of Long Valley;
- Ellen Dotto, Berkeley Heights (Verizon employee);
- Mary Joyce Doyle, New Milford (retired director of the Bergenfield Public Library).
