PUBLIC LIBRARY PROJECT
GRANT PROGRAM
Senate Committee Substitute for Senate, No. 1924
1. Public Library
Construction Advisory Board
Secretary of State or Designee; State
Librarian; State Library Advisory Council (Member);
Four persons appointed by Governor with advice and consent
of Senate.
Board will:
A. Promulgate regulations prescribing procedures for
applying, terms and conditions for receiving grant.
B. Review, approve or deny application in accordance
with uniform procedures.
C. Submit approved grants to the Joint Budget Oversight
Committee. (Any grant not disapproved by the JBOC within
30 days is considered approved).
2. Eligible Project Costs
- Construction of new
buildings
- Expansion, rehabilitation
or acquisition of existing buildings
- Expenses incurred
after August 18, 1999 related to the acquisition of
land (actual costs)
- Site grading and
improvement of land
- Architectural, engineering,
consulting and inspection services
- Expenses related
to the acquisition of existing building (actual costs)
- Expenses relating
to the acquisition of equipment, including building
fixtures, office furniture and public library equipment
(shelving, cabinets, tables, etc. and information
retrieval devices, but not books or library materials.)
3. Additional
provisions
- The Educational Facilities
Authority is the fiscal agent
- A 3 to 1 match is
required
- The match may be
financed
