Under the provisions of a Proclamation by the President of the United States, dated Washington, D. C., January 1, 1863, the enrollment of colored men in the Army and Navy of the United States was authorized. Under the authority thus given, as set forth in General Orders No. 1, dated War Department, Adjutant General's Office, Washington, D. C., January 2, 1863, Regimental Organizations were begun and completed in several of the States. This State, however, never organized any regiments of Colored Troops, but all recruits were forwarded to Philadelphia, Pa., at which place, under the direction of the Secretary of War, dated War Department, Washington, D. C., September 19, 1863, the Chief Mustering Officer, was instructed to muster into Regiments of United States Colored Troops, all colored volunteers from the State of New Jersey, who might be presented. The recruits for these organizations were to be placed to the credit of this State, upon the certificate of the officer mustering them into the service. These instructions were subsequently modified by authorizing the Superintendent of Recruiting Service in this State to enroll and muster in these recruits in the State. They were enrolled and mustered in by the Provost Marshals of Districts, and were then forwarded to Draft Rendezvous, Trenton, N. J., and from thence were transferred to specified depots, and were then assigned to the different Regiments in the service. The Officers received their appointments and were commissioned direct from the War Department, and were assigned to commands by that Department.
The following list shows such appointments and enlistments in this branch of the service, as were credited to this State. They remained in active service until after the close of the war, and were mustered out at different times and places as the War Department directed.
