History of the 1999 NJ Public Library Construction Bond Fund The New Jersey Public Library Construction Bond Fund was passed by an act of the legislature in 1999. (P.L. 1999, c184). Its purpose was to assist in the funding of the construction, expansion, rehabilitation or acquisition of a building to be used for public library purposes. A total of $45,000,000 was distributed to 68 qualifying New Jersey libraries. The Public Library Construction Bond required a 3 dollar local match for every dollar of state funding. This resulted in over $200 million of construction activity on the local level. Funds under this program are no longer available.
