The New Jersey State Library is aware of issues with the New Jersey interlibrary delivery system, and that library users have been delayed and/or unable to get materials delivered from other libraries. While library delivery is funded through state network aid, LibraryLinkNJ, New Jersey’s statewide library cooperative, oversees the delivery contract with funds allocated to them by the State Library. Every three years the statewide delivery service is legally required to be put out to bid. More information on the formal bidding process can be found here.
ExPak, the selected vendor, has not been able to provide equitable delivery services as contractually promised. On January 29, 2018, Expak withdrew from the contract, giving LibraryLinkNJ 120 days’ notice of cancellation. At an emergency meeting held on February 5, 2018, the LibraryLinkNJ Executive Board decided to proceed with a new RFP process to solicit and review bids from vendors. The New Jersey State Library, along with the New Jersey Library Network Review Board (LNRB), fully support the LibraryLinkNJ Executive Board as they work to resume efficient delivery and bring about a successful conclusion to the next round of delivery bid proposals.
