Peggy Cadigan is Deputy State Librarian for Innovation & Strategic Partnerships at the New Jersey State Library. In this role, she explores ways to enhance NJSL’s services to New Jersey libraries and residents of the state by engaging in innovative partnerships. She travels nationally and internationally, giving presentations on the future of libraries and seeking out exemplary models in public service to keep libraries viable.
Cadigan is the Project Director for Fresh Start @ Your library. She oversees all aspects of the reentry program. In addition to fostering relationships with program partners, she established an Advisory Committee for the program, comprised of librarians and social workers from San Francisco Public Library, Denver Public Library and D.C. Public Library. Her vision for the project is to provide public libraries with a model to help them build capacity to serve the significant number of returning citizens residing in communities state and nationwide.
She graduated magna cum laude from Hobart & William Smith College, Geneva, N.Y., and received her Master’s degree in library science from Rutgers University. She was named a Mover & Shaker by Library Journal.

Jondhi Harrell is Program Manager for Fresh Start @ Your Library. In this role, he provides overall project management for the reentry program, including building a coalition of social service organizations, nonprofits, local businesses and government agencies to assist returning citizens with completing essential tasks, furthering their education and obtaining occupational skills and employment.
Prior to joining the State Library, Harrell founded The Center for Returning Citizens (TCRC) in Philadelphia. He is also TCRC’s Executive Director. Harrell is a veteran of 25 years of mass incarceration and uses his experience and leadership to help numerous organizations at the state and national level. He is a frequent guest lecturer on topics of mass incarceration and social justice.
Harrell holds a Bachelor’s degree in human service management from the University of Phoenix and is currently pursuing a Master’s in social work at Temple University.

Nicole Warren is a social worker for Fresh Start @ Your Library. She values libraries as the nerve center of communities. In her role, Warren provides direct services to returning citizens in public libraries. This includes completing private, one-on-one assessments with participants and offering guidance and referrals to employment and housing opportunities, public assistance programs, occupational skills training, GED exam preparation and other classes offered at participating libraries.
For several years, Warren taught elementary school students before pursuing a degree in social work. She has also worked for Rutgers University Libraries. Now she manages the administration and delivery of programming for Girl Scouts Heart of New Jersey, including a program for girls and their incarcerated mothers. Warren has dedicated her career to serving children and families in marginalized communities and works to support the development and delivery of quality outreach programs.
Warren is a licensed social worker with an MSW from Columbia University and a M.Ed. from Rutgers University.
