New Jersey’s Administrative Code (Rules or N.J.A.C.) implements statutes enacted by the legislature. Rules are in place for five years, after five years they must be readopted, with or without amendments and/or repeals of specific sections. Rules lapse if not proposed for readoption and new rules must be established. Proposed rules are published for public comment in the NJ Register for 30 or 60 days.
Following the public comment period, the proposing agency may adopt a proposal, without change or with changes not contrary to the rulemaking procedures found at N.J.A.C. 1:30-6.3. The adoption is effective when a notice of adoption is published in the NJ Register. The rules are then officially a part of New Jersey’s Administrative Code.
The New Jersey State Library is responsible for maintaining and updating N.J.A.C 15:21 (State Library Aid and Grants), 15:22 (Library Network Services), 15:23 (Librarian Certification) and 15:24 (Library Construction Bond Act).
